VA 2010 Motorcycle Related Legislation

Here is a quick list of motorcycle related bills that have been filed for this years Virginia legislative session.

This would allow a rider to proceed through a red traffic light after coming to a complete stop and waiting 120 seconds.
Traffic lights; allows motorcycle, etc., to proceed through intersections showing steady red signal.

This changes Virginia’s helmet law to include those mini-scooters, pocket bikes, and what not.
Motorcycles; helmet use. Removes exception that allows operators and passengers riding on motorcycles with wheels of eight inches or less to ride without wearing a helmet.

Not specifically motorcycle related, but this is one that we have tried to change in years past to make it legal for 2 motorcycles to ride side by side.
Vehicles driving abreast. Provides that the prohibition on vehicles driving abreast does not apply to vehicles lawfully overtaking and passing vehicles traveling in the same direction.

Mufflers on motorcycles. Provides that motorcycles shall use a muffler system in good working order that meets federal standards.

I am sure this one comes from one of the talking points from last couple years two abreast bills with us saying LEOs regularly ride two abreast.
Motorcycles driving two abreast; law-enforcement officers. Allows law-enforcement officers on official duty to drive motorcycles two abreast in a single lane.

Here is a link to the motorcycle search results… (May or may not work) There are a few others with the mention of motorcycle in them, but the bills are not specifically motorcycle related.

January 7, 2010, Virginia Beach, Virginia – Coastal Training Technologies covers new terrain with Motorcycle Safety Awareness, a timely training program that describes various ways to keep riders secure and help prevent injuries and fatalities.

The program surveys major safety issues, from risk awareness and the right attitude to practical dos and don’ts, including hand-feet coordination, selecting PPE, defensive riding, maneuvering, and emergency planning.

Motorcycle Safety Awareness will help show riders how to conduct pre-trip inspections, ride in different weather and road conditions, and observe basic road rules. It devotes a particular section on the S.E.E. method and cites the traits of a defensive rider.

Washington, D.C., Jan. 6, 2009 – U.S. Representative Randy Forbes (R-VA) officially joined the Congressional Motorcycle Safety Caucus in December 2009. He joins a bipartisan group of Members of Congress including Caucus Co-chairs Representatives Michael Burgess (R-TX) and Gabrielle Giffords (D-AZ), committed to improving and advancing the safety of motorcyclists.

Forbes commented, “While motorcycling is fun recreation and affordable transportation, it is important to remain focused on safety. The Motorcycle Safety Caucus encourages motorcyclists to get trained and licensed, obey traffic laws, avoid mixing riding with alcohol and wear proper, motorcycle-specific safety gear, but it doesn’t stop with riders. The Caucus serves to also remind other motorists that motorcyclists use the roads as well, and to remember to look for motorcycles particularly when turning or changing lanes.”

Feds, Fairfax break up stolen-motorcycle ring

Federal customs officers say they have rolled up a motorcycle theft ring that stole bikes from Maryland and Virginia and smuggled them overseas.

Agents at the Port of Baltimore were alerted by Fairfax County police investigating an auto theft ring who said a shipping container bound for Bolivia might contain stolen motorcycles.

The agents used a database to find a container still in the seaport that matched the description offered by the police in Virginia.

Federal agents pulled the container from the ship, opened it and found four salvage cars or sport utility vehicles. Salvage vehicles are vehicles usually purchased at auction for their parts value.

Inside the salvage cars were boxes containing disassembled motorcycles — a 2009 Harley-Davidson Night Train and a 2007 Kawasaki ZX660J.

Registration will begin at 11:00AM
Parade of bikes leaves at 1:00PM
Registration fee for all riders is one new unwrapped toy.

The Parade will end at the Marine Corp. Reserve Drop-Off Center located on Aluminum Ave. in Hampton, VA.
